Paymon Aliabadi has been named vice president for commodity structuring by Sempra Energy Solutions, a subsidiary of Sempra Energy Corp. He joins Sempra from PG&E Corp. where he was managing director of enterprise risk management for the holding company and, previously, director of energy trading for Pacific Gas & Electric Co.

Todd W. Carter has been named president of Panda Energy International Inc., a privately held, non-regulated electric generation company, replacing founder Robert W. Carter, who remains chairman and chief executive. The new president moves up from senior vice president for corporate finance.

William C. Creighton has joined Peco Energy Co. subsidiary Exelon Infrastructure Services Inc. as vice president for network sales and marketing. He most recently was vice president for business development with Raytheon Engineers and Constructors in Houston.

David Gralnik has joined Sempra Energy Corp. unit Sempra Energy Solutions as vice president for commercial structuring and product development. He most recently was vice president for national accounts with PG&E Energy Services.

William Habermeyer, current Western Region vice president of Carolina Power & Light Co., will replace Joe Richardson as president and chief executive of Florida Power Corp. following the close of CP&Ls acquisition of Florida Power's parent company Florida Progress Corp. Habermeyer, a retired U.S. Navy rear admiral, is former Commander Submarine Group Two based in New London, Conn., Director of Attack Submarines for the Office of the Chief of Naval Operations and Commandant of Midshipmen, U.S. Naval Academy.

Marsha S. Johnson has been elected vice president for customer service by Alabama Power Co. She most recently was director of customer service, responsible for the companysbusiness and residential call centers.

Timothy P. Kingsmill has been named to the newly created position of vice president for supply development by the Duke Energy Gas Transmission unit of Duke Energy Corp. Most recently, he has served as an independent consultant to Reliant Energy Inc. and Duke Energy.

Gus Luna has been named vice president for retail pricing by Sempra Energy Solutions, a subsidiary of Sempra Energy Corp. Most recently, he was director of wholesale marketing for Edison Mission Energy.

John L. O'Neal has been elected president and chief executive officer of the Mid-Atlantic business unit of Southern Energy Inc., a unit of The Southern Co. He most recently was assistant to the companys president and chief executive, and to its chief financial officer.

Joe Richardson, president and chief executive of Florida Power Corp., has decided to leave the company following the close of Carolina Power & Light Co.s acquisition of Florida Power's parent company Florida Progress Corp. William Habermeyer, current Western Region vice president of CP&L, will replace Richardson.

Jack Skolds, president and chief operating officer of South Carolina Electric & Gas Co., will resign August 18 to become a senior vice president of Unicom Corp. and its Commonwealth Edison Co. subsidiary. He will also become chief operating officer of ComEd's Nuclear Generation Group and following the merger between Peco Energy Co. and Unicom, Skolds will become executive vice president of Exelon Generation and chief operating officer of Exelon Nuclear. He will also become chief executive officer of AmerGen Energy Co., the joint venture between Peco and British Energy to acquire and operated nuclear power plants in North America.

Steve Spencer has been named senior vice president for external relations of Alabama Power Co., responsible for economic development, community relations and governmental relations. He returns to Alabama Power after five years at parent Southern Co. in Atlanta, where he was a senior vice president.

Jerry Thurmond, controller of Panda Energy International Inc., has been promoted to chief financial officer.

James W. Wright, chairman and chief executive of First Tuskegee Bank, has been elected a director of Alabama Power Co.

Calpine Announces Growth-related Management Changes
Calpine Corp., noting that it will have 40,000 megawatts of electric generation capacity in service by 2004, has expanded its management cadre to accommodate the growth.

  • Fred Manuel has been appointed senior vice president for gas operations. He most recently headed up Calpines geothermal operations.

  • Kellie Byerly has been named vice president for central region operations. Most recently, he was operations manager for General Electric Contractual Services.

  • Dennis Gilles will be promoted to vice president for geothermal operations, replacing Manuel.

  • Tom Box will be promoted vice president for geothermal resource management.

  • Karl Urbank will be promoted vice president for technical services.

Cinergy Announces New Commodity Trading Structure
Cinergy Corp., badly burned in commodity trading last year, has announced a reorganization of its energy marketing and trading functions, adding several key executives to all areas of the marketing andtrading organization, attracting what we believe are franchise players in the energy business, according to Michael J. Cyrus, president of the companys energy commodities business unit.

  • Robert C. McCarthy becomes chief risk officer, responsible for risk management activities within the energy commodities business unit. He was previously vice president and chief risk officer for the Tennessee Valley Authority with prior experience at Public Service Co. of New Mexico, Indosuez Carr Futures, and the Chicago Board of Trade.

  • Mike A. Abdalla is vice president for Midwest marketing, responsible for power marketingactivities in the region. He was previously vice president Northeast gas and power origination for Williams Energy Marketing and Trading.

  • Timothy B. Ferguson has been named managing director for power trading and operations with responsibility for trading activities in the Northeast and Southeast. He was senior director for power trading with Dynegy, Inc., before joining Cinergy.

  • Dennis Flaherty is managing director for commercial operations, responsible for marketdevelopment, transmission trading and scheduling. Previously, he was senior director for transmission trading and development at Dynegy Marketing and Trade.

  • John S. Daly becomes managing director for financial trading, overseeing derivatives trading for gas marketing. Prior to joining Cinergy, he was director of risk management for Valero EnergyCo.

  • Paul Drexelius is managing director for transportation and storage, responsible for thedevelopment and management of gas wholesale transportation and storage activities. He was previously manager for asset optimization with Columbia Energy Services.

  • Brad E. Banky has been named director of financial trading, responsible for options trading for origination, retail and market making. Previously, he was director of options trading at Texas Utilities Energy Services.

  • Michael Whalen becomes director of financial trading with responsibility for basis trading primarily in the western U.S. Previously, he was senior trader of west basis at Southern Co. EnergyMarketing.

  • Kenneth J. King has been hired as a term power trader, responsible for the term market in the Cinergy and PJM hubs. Prior to joining Cinergy, he was a trader for Dynegy Inc. on the eastern hubs.

  • Charles R. Whitlock has joined Cinergy as a power trader on the hourly desk. He was a senior trader for Statoil Energy.

  • Renee M. Marko will be marketing manager, responsible for Midwest power marketing. Prior to joining Cinergy, she was the east trader for Merchant Energy Group.

  • Jeffery L. Robertson has been hired as a term power trader, responsible for the term market in PJM. Prior to joining Cinergy, he was a cross-commodity trader for Aquila.

Three Interim Directors Appointed by KCP&L
Kansas City Power & Light Co. has appointed three new members to its board of directors. They will served until the election of directors at the companys next annual meeting.

  • Mark A. Ernst, president, chief operating officer and member of the board of directors of H&R Block Inc. of Kansas City, Miss. He is responsible for that company's U.S. and international tax operations, mortgage operations, investment services businesses, e-commerce, software products and accounting firm operations.

  • William K. Hall, retired chairman, chief executive and president of Falcon BuildingProducts Inc., a Chicago-based manufacturer of construction products and tools for the residential and commercial markets.

  • William C. Nelson, who retired in March of this year as chairman of Bank of America Midwest and as president of Bank of America Kansas City Region, concluding a 40-year career in banking.
