He most recently was with Navigant Consulting Inc., where he was responsible for developing growth strategies for energy and utility companies.Tony J. Finneman, vice president for operations of natural gas firm WBI Holdings Inc. has been promoted to executive vice president and general manager of Williston Basin Interstate Pipeline Co., the company's regulated natural gas pipeline and storage subsidiary.Philip J. Pellegrino has resigned from his position as chief executive and president of ISO New England, effective immediately, to pursue other professional interests. Chairman William W.
