Big Apple to get 10 Mini Power Plants by Summer

LCG, Jan. 29, 2001New York City will have an additional 440 megawatts of electric generation this summer, thanks to a fast track, $500 million program by the New York Power Authority to rapidly install 10 small power plants, the New York Daily News said in an editorial today.

The papers said "With rolling blackouts in California and electric rates soaring, it is encouraging that the New York Power Authority" is going ahead with the program.

California had a similar program last fall, for the "fast track" installation of a number of small power plants that would not require the interminable licensing process required by the generating facilities the state really needs. But so many "not in my backyard" groups complained of the possible deleterious effects of the generators that none were installed.

The Daily News recognized that communities where the 10 New York generators will be installed are upset, but pointed out that the locations were not picked arbitrarily. Each mini-plant must be close to natural gas and electric power hookups, it said, and they must be on line by summer.

Where the president of the California Public Utilities Commission has repeatedly said there is plenty of generating capacity in her state, New York is more realistic. The state Public Service Commission warned "There is an urgent and compelling need for at least 315 megawatts of additional electric-generation capacity in New York City before summer 2001."
