Maharashtra Fights Deadbeats, Power Thieves

LCG, Feb. 16, 2001Following Enron Corp.'s use of Indian government federal credit guarantees to get the state of Maharashtra to pay electric bills for its state electricity board, that government-owned utility is tightening the screws on non-paying customers and power thieves, The Times of India News Service reported this morning.

A top official of the Maharashtra State Electricity Board, speaking to the news service on condition of anonymity, said the utility was shutting off power to non-paying customers at the rate of 20.000 per day.

The official complained of the MSEB tariff structure, saying that of 13 million customers 11.8 million were subsidized in one way or another. In other words, he said, nine out of every 10 customers receive power at concessional rates.

Power thefts also continue to be a major cause of MSEB losses, the official conceded, and he admitted that a lot of the theft was done with the knowledge and cooperation of MSEB's own people. He said that nearly 200 MSEB officers had been punished for turning a blind eye to power thefts.

Another problem faced by India's state electricity boards is that of power supplied to agricultural businesses at very heavily subsidized rates. The official said it had been observed that electric pumps were left running even after the required amount of water was drawn. This was happening simply because power was cheap, he said.

Withal, the official said the MSEB was one of the most efficiently run state electricity boards in India.
