Open Season Announced by PrivateNortheast Transmission System

LCG, Aug. 10, 2001--The Neptune Regional Transmission System, the largest merchant electric power transmission project yet, said yesterday it will conduct an open season auction of 20-year transmission rights on its wires, scheduled to begin carrying power in 2003.

The Federal Energy Regulatory Commission last month gave Neptune the go-ahead to proceed with development of its system which will eventually connect New Brunswick, Nova Scotia, Maine, Boston, New York City, Connecticut, Long Island, and New Jersey.

Neptune says its system will make it possible to deliver "a total of 4,800 megawatts of electricity through a sub-sea high voltage direct current electric transmission grid into urban markets currently suffering through extreme power prices and high danger of blackouts."

Neptune will be built in four phases. Phase 1 will connect New Jersey, New York City andLong Island and be in service in 2003; Phase 2 will link New Brunswick with New York City in 2004; Phase 3 will connect Nova Scotia to Boston by 2005; and Phase 4 will tie Maine to the Connecticut Shore in 2006. As each phase is completed, the additional links will have access to all other links, Neptune said.

The open season commencing September 10 would be for the first phase of the four-phase project, comprising one 600 megawatt line connecting a Public Service Electric & Gas Co. substation near Linden, N.J., to a Consolidated Edison Co. of New York substation at Farragut in Brooklyn, and two 300 megawatt cables connecting a GPU Inc. substation at Red Bank, N.J., to Long Island.

Neptune said that final, binding bids will be accepted on October 5 for Phase 1 and indicative bids for Phases 2, 3 and 4. On November 9, final binds will be accepted for Phases 2, 3 and 4.

Invitation-only bidders' information meetings are scheduled for September 5 in Houston, September 6 in Halifax, and September 7 in New York, the company said.
