CA ISO to Submit Market Design Plan Today
LCG, May 1, 2002-The California Independent System Operator (ISO) intends to file a Market Design proposal with the Federal Energy Regulatory Commission (FERC) today. The ISO, responsible for reliability in electricity transmission, has created the extensive plan to improve California's electricity transmission. Dubbed Market Design 2002, or MD02, the proposal includes addressing congestion more effectively, creating better locational signals so that new generation is built in the appropriate place, and yielding more authority to the ISO. The plan includes capping bids at $108 per megawatt-hour, indexed to natural gas, and also requires "bid screens" to filter out bids deemed unreasonably high relative to the operating climate. This part of the proposal, to be implemented Oct. 1, is being offered in light of the September 30th scheduled end to price control. However, the ISO has made clear it would rather FERC prolong price controls over implementing the bid restriction elements. ISO members hope that FERC will decide on MD02 by July.
