New IGCC Project Proposed in Idaho
LCG, March 11, 2005--Southeast Idaho Energy LLC is exploring the development of a new, 520-MW, coal-fired power station in Power County, Idaho. On March 9, Southeast Idaho Energy LLC formally outlined its plans at the Power County Courthouse to build a new, integrated gasification combined cycle plant. Those present included Idaho Governor Dirk Kempthorne, who is supportive of the project and the expected positive impact on the economy.The proposed plant location, just west of Pocatello, is an industrial site that was formerly used as a phosphorus plant by FMC. Southeast Idaho Energy LLC has signed a letter of intent with Power County to begin the preliminary development, and FMC has signed a letter of intent to contribute 120 acres to the County for the project. The estimated cost of the advanced coal plant is $850 million.The integrated gasification combined cycle (IGCC) plant design generally is expected to result in higher initial capital costs than more traditional coal or gas-fired power plants. However, these capital costs are expected to be offset over the long term by the improved efficiency, reduced emissions and relatively low fuel cost. Other IGCC project proposals are surfacing across the country. Tondu Corp. is discussing with local officials the development of a new, 500-MW, IGCC power station in St. Joseph County, Indiana. Florida Power & Light is evaluating the development of an 850-MW, IGCC plant in St. Lucie County, Florida. Lastly, with a $38 million grant from the Department of Energy, Excelsior Energy, Inc. and ConocoPhillips are developing a new, 531-MW, IGCC plant to be located near Hoyt Lakes, Minnesota.
