APS Plans a 280-MW Solar Power Plant

LCG, February 22, 2008--Arizona Public Service Co. (APS) yesterday announced plans for the construction of a 280-MW concentrating solar power (CSP) plant in Arizona. The Solana Generating Station will be builtapproximately 70 miles southwest of Phoenix and is scheduled to commence operations by 2011. The design capacity of the planned facility is greater than any solar facility operating today.

Abengoa Solar Inc. will build, own and operate the plant, and APS will purchase all of the power generated, subject to approval by the Arizona Corporation Commission.

The Solana Generating Station will use parabolic mirrors to track the sun and concentrate the sun's energy on a heat transfer fluid, which will obtain temperatures greater than 700 degrees Fahrenheit. The fluid will in turn be used to transform water into steam for a steam turbine that creates power. The mirrors will cover an area of about 1,900 acres.

To provide operating flexibility, the facility will incorporate a thermal energy storage system that allows for electricity to be produced as required, even at night.

In December of last year, the U.S. Air Force announced that operations hadcommenced for North America's largest solar photovoltaic system that is capable of generating 14 MW. The solar project, located at Nellis Air Force Base in Nevada, covers 140 acres.
