Progress Energy Florida Files with State PSC to Construct Nuclear Reactors
LCG, March 12, 2008--Progress Energy Florida yesterday submitted a Petition for Determination of Need to the Florida Public Service Commission (PSC) that proposes to construct two nuclear units at a greenfield site in Levy County, Florida. The two, 1,100-MW units are scheduled to commence operations in 2016 and 2017. The new power plant would provide baseload electricity to meet increasing customer demands.
Progress Energy Florida estimates the total cost of the new electric generating station to be $14 billion, with an additional $3 billion for electric transmission upgrades that include roughly 200 miles of new transmission lines.
Public hearings on the filing are anticipated to be scheduled by the Florida PSC for later this year. According to the company, the next steps to be taken at the state and federal levels include the filings of a Site Certification Application with the Florida Department of Environmental Protection and a combined construction and operating license (COL) application with the Nuclear Regulatory Commission (NRC). Progress Energy Florida expects to submit both applications later this year.
The site in Levy County is about eight miles north of its existing Crystal River Energy Complex.
Progress Energy Florida selected the Westinghouse Electric Co.'s AP1000 for nuclear reactor in July 2007. The AP1000 reactor incorporates passive safety features that rely upon natural forces. The NRC approved the Design Certification for the AP1000 standard nuclear plant design on December 30, 2005.
Progress Energy filed a COL application last month with the NRC to construct two more nuclear reactors using the AP1000 design at the existing Harris Nuclear Plant site in North Carolina.
The AP1000 has been selected by other companies, including: Southern Company, Duke, SCANA and Santee Cooper as the basis for additional COL applications to construct new nuclear reactors. Last December Duke submitted a COL application to the NRC for the William States Lee III Nuclear Station, which would be built at a greenfield site in South Carolina. Duke's COL application relies upon the COL application submitted October 31, 2007 to the NRC by the Tennessee Valley Authority (TVA) and NuStart Energy, a consortium of nuclear energy companies, to build two nuclear reactors at TVA's Bellefonte site in northern Alabama.
