Wind Developers Commit to Wyoming-Colorado Intertie Project
LCG, August 27, 2008--Auction results from the open season for the proposed Wyoming-Colorado Intertie (WCI) Project were announced yesterday, and two wind developers, GreenHunter Wind Company and Duke Energy Ohio, committed to about 70 percent of the capacity on the proposed electric transmission line. Project sponsors believe that remaining capacity can be subscribed in the not too distant future.
The WCI Project will connect electric loads in the Front Range of Colorado with eastern Wyoming, where there is great potential for wind power generation. The planned 345-kV transmission line would extend approximately 180 miles and cost an estimated $350 million. The project capacity is 900 MW, and the target year for operations to commence is 2013.
The WCI Project is a public/private development partnership that includes the Wyoming Infrastructure Authority, Trans-Elect Development Company LLC, and the Western Area Power Administration. Trans-Elect is responsible to manage the development activities. The Wyoming Infrastructure Authority was created in 2004 to enhance the state's economy by improving electrical transmission. The partnership was announced in September 2005.
The WCI Project path lies about 15 miles from GreenHunter's Wheatland Wind Project, near Wheatland, Wyoming. The project is under development and has a target capacity of 600 MW. GreenHunter will own 65 percent of the Wheatland Wind project, with the remaining share owned by the Southern Ute Growth Fund.
A spokesperson for Duke Energy stated that its capacity on the WCI Project is planned for wind projects that are currently in the development phase.
