DOE Acts to Ensure Key Coal-fired Power Plants Are Available in MISO to Supply Peak Summer Demands

LCG, May 18, 2026--The U.S. Secretary of Energy today issued an emergency order to address critical grid reliability issues in the Midwest anticipated this summer. The order is in effect beginning on May 19, 2026, through August 16, 2026. The emergency order directs the Midcontinent Independent System Operator (MISO), in coordination with Consumers Energy, to ensure that the J.H. Campbell coal-fired power plant (Campbell Plant) in West Olive, Michigan shall take all steps necessary to remain available to operate and to minimize costs for the region.

EPA Announces Proposed Rule Action to Revise ELG's and Support Reliable, Affordable Coal-fired Power Plants

LCG, May 14, 2026--The U.S. Environmental Protection Agency (EPA) announced today that it is proposing a rule to revise wastewater limits, known as effluent limitations guidelines (ELG), for steam electric power plants that will help improve grid reliability and lower electricity prices while continuing to support clean and safe water resources. If finalized, the EPA's proposal is estimated to reduce electricity generation costs by as much as $1.1 billion annually, which could provide cost-savings to American consumers.

Southern Cross Transmission Files Petition for Route with Mississippi Public Service Commission

LCG, April 27, 2017--Pattern Energy Group LP (Pattern Development) yesterday announced that its affiliate, Southern Cross Transmission LLC, has filed a petition for a siting certificate with the Mississippi Public Service Commission (MPSC) for the Southern Cross Transmission project, which would calls for the construction of a new, high-voltage direct current (HVDC) transmission line to connect Texas with the Southeast. The new connectivity and capacity between the ERCOT grid and the Southeast would provide a new means to deliver the ever-growing wind power generated in Texas to new markets in the Southeast. The project is expected to start construction in 2018 and to begin delivering power in 2021.

As proposed, the Southern Cross Transmission project will be a 500 kV HVDC electric transmission line with a base load capacity of 2,000 MW (delivered in either direction after losses and before overloads). The project includes the construction of an HVDC converter station to be located in northwest Louisiana; approximately 400 miles of HVDC transmission lines to be constructed across Louisiana and Mississippi; and an HVDC converter station to be located in northeast Mississippi.

The CEO of Pattern Development stated, "Reaching this major milestone is the result of several years of work to identify the optimal placement of the line through a combination of science, engineering, and engaging with landowners, farmers, foresters, and each of the municipalities in the towns and counties along the route. The Southern Cross project will be one of the nation's first overhead HVDC transmission lines constructed in nearly two decades - and all of the capital investment required for the project is being provided by private investors. It is the only project to connect low-cost renewable energy in Texas to the Southeast while also creating jobs and generating strong economic benefits in both the southern states and Texas. In addition, it will provide significant reliability and economic benefits by connecting two robust systems. We are now in discussions with parties interested in buying the low-cost clean power this project will deliver."

The filed petition includes the designation of a preferred route for the MPSC's consideration.The preferred route would cross the Mississippi River in Issaquena County and continue eastward through Washington, Sharkey, Humphreys, Holmes, Carroll, Montgomery, Choctaw, Oktibbeha, Clay, and Monroe counties before terminating at a converter station to be built in Lowndes County. According to the press release, the boards of supervisors in each of the respective counties have adopted resolutions of support for the project and its positive impact.
