Objective
The FERC Order No. 2000 has caused both established and emergent transmission management organizations to rethink the dynamics between transmission costs and market efficiencies, at the local and supra-regional level. The Order is intended to maximize the effective usage of the transmission system under an equitable method for allocating charges, while seeing that the revenue requirements of transmission owners are satisfied despite the physical complexity of power transactions. In this workshop we will discuss the RTO functions and how appropriate modeling tools can contribute to their performance. RTO managers will succeed by setting transmission and wheeling tariffs within the context of open access and utility unbundling.
