Energy Secretary Issues Emergency Orders to Ensure Indiana Coal-fired Facilities Remain Open to Prevent Midwest Blackouts

LCG, December 24, 2025--The U.S. Secretary of Energy today issued emergency orders to keep two Indiana coal plants operational, with the stated goal to ensure Americans in the Midwest region of the United States have access to affordable, reliable, and secure electricity heading into the winter months. The orders direct CenterPoint Energy, the Northern Indiana Public Service Company (NIPSCO), and the Midcontinent Independent System Operator, Inc. (MISO) to take all measures necessary to ensure specified generation units at both the F.B. Culley and R.M. Schahfer generating stations in Indiana are available to operate.

RWE and Indiana Michigan Power Company Sign Long-term PPA for 200 MW Wind Project

LCG, December 18, 2025--RWE and Indiana Michigan Power Company (I&M), an American Electric Power (AEP) company, today announced their partnering to provide new wind power generation capacity online to meet Indiana’s growing electricity demand. The companies signed a 15-year power purchase agreement (PPA) for the total output from RWE’s 200 MW Prairie Creek wind project in Blackford County, Indiana. I&M will purchase electricity from the wind project, which will further diversify its portfolio and be consistent with its all-of-the-above strategy to secure generation for its rapidly growing electricity demand.

TVA Submits First Construction Permit Application for SMR at Clinch River Site

LCG, May 21, 2025--The Tennessee Valley Authority (TVA) announced yesterday that it is the first utility in the U.S. to submit a construction permit application (CPA) for the GE Vernova Hitachi Nuclear Energy (GVH) small modular reactor (SMR) BWRX-300 technology to the U.S. Nuclear Regulatory Commission (NRC). The application is TVA's next step in pursuing an SMR at its Clinch River site, near Oak Ridge, Tennessee. Preliminary SMR site preparation could begin as soon as 2026.

TVA's President and CEO stated, "This is a significant milestone for TVA, our region and our nation because we are accelerating the development of new nuclear technology, its supply chain and delivery model to unleash American energy. TVA has put in the work to advance the design and develop the first application for the BWRX-300 technology, creating a path for other utilities who choose to build the same technology. TVA looks forward to working with the Administration to accelerate advanced nuclear technologies that are key to our nation's energy security. We believe deploying new nuclear is essential to providing American families and businesses affordable and abundant electricity for decades to come."

There are a number of advanced SMR designs being developed and proposed today. The SMRs are designed to have enhanced safety, smaller footprints, potential for a shorter construction schedule, lower costs and other benefits.

TVA plans to deploy up to four SMRs using the BWRX-300 technology, which they have been evaluating since 2023, when TVA joined a global collaboration to accelerate the design and development of the technology. Today, TVA is leading a coalition of industry partners, which includes Bechtel, Duke Energy, and GE Hitachi, in submitting an application for an $800 million U.S. Department of Energy (DOE) grant to accelerate BWRX-300 development and seeking an $8 million DOE grant to support the NRC license review cost. TVA has completed the Environmental Report for the Clinch River site and submitted it to the NRC. Depending upon plan approvals, the first SMR could be operating around 2032.

In Canada, Ontario Power Generation (OPG) is a step ahead of TVA. On May 8, the Province of Ontario approved OPG to begin construction on the first of four BWRX-300 SMR units at its Darlington New Nuclear Project site. The first SMR unit is scheduled to be in service by the end of 2030, and it will be capable of generating 300 MW of safe, clean, reliable electricity. OPG's Darlington SMR will be Ontario's first new nuclear build in more than three decades.

In the U.S., TVA has the best path to deploying a commercial BWRX-300 SMR, as TVA holds the nation's first and only early site permit (ESP) for SMRs from the NRC at its Clinch River site. TVA should also benefit from OPG's experiences constructing the first North American BWRX-300 SMR at the Darlington site.
