LCG, December 2, 2025--The U.S. Department of Energy (DOE) today announced the selection of the Tennessee Valley Authority (TVA) and Holtec Government Services (Holtec) to support early deployments of advanced, light-water small modular reactors (SMRs) in the United States. With this announcement, DOE is supporting the first-mover teams to develop and construct the first Gen III+ small modular reactor (Gen III+ SMR) plants in the United States. The project teams will receive up to $800 million in federal cost-shared funding to advance initial projects in Tennessee (TVA) and Michigan (Holtec) and act to expand the Nation’s capacity while facilitating additional follow-on projects and associated supply chains.

DOE Selects TVA and Holtec to Rapidly Advance Deployment of Small Modular Reactors
LCG, December 2, 2025--The U.S. Department of Energy (DOE) today announced the selection of the Tennessee Valley Authority (TVA) and Holtec Government Services (Holtec) to support early deployments of advanced, light-water small modular reactors (SMRs) in the United States. With this announcement, DOE is supporting the first-mover teams to develop and construct the first Gen III+ small modular reactor (Gen III+ SMR) plants in the United States. The project teams will receive up to $800 million in federal cost-shared funding to advance initial projects in Tennessee (TVA) and Michigan (Holtec) and act to expand the Nation’s capacity while facilitating additional follow-on projects and associated supply chains.
The DOE expects the selections will help deliver first-of-a-kind (FOAK) new nuclear generation in the early 2030s, strengthen domestic supply chains, and advance President Trump’s Executive Orders to usher in a nuclear renaissance and expand America’s Energy Dominance agenda.
The Secretary of Energy stated, "President Trump has made clear that America is going to build more energy, not less, and nuclear is central to that mission. Advanced light-water SMRs will give our nation the reliable, round-the-clock power we need to fuel the President’s manufacturing boom, support data centers and AI growth, and reinforce a stronger, more secure electric grid. These awards ensure we can deploy these reactors as soon as possible."
TVA plans to advance deployment of a GE Vernova Hitachi BWRX-300 at the Clinch River Nuclear site in Tennessee, and to accelerate the deployment of the 300-MW units with Indiana Michigan Power and Elementl. TVA also plans to work with the domestic nuclear supply chain partners Scot Forge, North American Forgemasters, BWX Technologies, and Aecon. Other partners supporting the project include Duke Energy, Oak Ridge Associated Universities, and the Electric Power Research Institute (EPRI).
The GE Vernova Hitachi BWRX-300 SMR was previously selected by Ontario Power Generation (OPG) for their Darlington New Nuclear Project site. Construction of the first of four units began last May and is estimated to be completed by the end of 2029, with commercial operations commencing by the end of 2030.
Holtec plans to deploy two SMR-300 reactors at the Palisades Nuclear Generating Station site in Covert, Michigan, where Holtec is also poised to restart a formerly shuttered 805-MW pressurized water reactor (PWR) with the support of a DOE loan. The two new SMR-300 reactors will add 680-MW of capacity (340 MW per reactor) and are expected to be built by Holtec with construction financing from the DOE’s Loan Programs Office. Holtec's plans include a one-stop-shop approach to SMR deployment by fulfilling the roles of technology vendor, supply chain vendor, nuclear plant constructor in partnership with Hyundai Engineering & Construction, plant operator, and electricity merchant selling the power to near-by utilities and end-users.
The CEO and Executive Chairman of Holtec International stated, "Holtec realizes the future of nuclear energy as a source of reliable baseload electricity to power the economy of the future is realized only if we, in the industry, make the reactors predictably cost competitive. With a well-exercised and proven supply chain, a world-class (exclusive) alliance partner, Hyundai E&C, and the plant design marinated with four decades of practical corporate experience, we consider it our duty to lead the industry in building, owning, and operating the first SMR-300 plant in the United States. We are energized by DOE’s confidence in our SMR-300 reactor, which we view as validation of our 14-year quest to develop a walk-away-safe and cost-competitive nuclear reactor. This grant positions Holtec to accelerate deployment of a standardized SMR-300 fleet that strengthens U.S. energy security and grid resilience and will further bolster Holtec as one of the largest U.S. exporters of nuclear equipment."
As the nation prepares for continued growth in electricity demand, President Trump has charged DOE with adding new, affordable and reliable energy to keep America energy secure. Small modular reactors offer the potential for flexible deployment, proven technology, and the ability to leverage existing supply chains, making them one of the fastest, cleanest and most scalable pathways to new nuclear capacity.
Each project team will receive up to $400 million in federal cost-shared funding.
In March 2025, DOE issued a $900 million solicitation to de-risk the deployment of Gen III+ SMRs and the remaining $100 million will be awarded later this year to support additional deployments and address key barriers in design, licensing, supply chain, and site readiness.
