Nonprofit RTO Planned for Pacific Northwest

LCG, Oct. 24, 2000--Nine electric utilities serving eight northwestern states with some 50,000 miles of transmission lines said yesterday they want to form a regional transmission organization to comply with requirements of the Federal Energy Regulatory Commission.

In a filing with FERC yesterday, the eight investor-owned utilities and the Bonneville Power Administration said they wanted to form a non-profit independent system operator governed by an independent board of directors with stakeholders limited to an advisory capacity. The system operator would be called RTO West.

The companies said in their statement that formation of RTO West "is expected to create a more stable environment conducive to investment in the generation and transmission resources needed to meet the growing demand for electricity in the rapidly growing West."

The nine utilities and the line miles of transmission they would contribute to the system are: Avista Corp. - 2,100, Bonneville - 15,000, Idaho Power Co. - 4,600, Montana Power Co. - 6,800, Nevada Power Co. - 1,200, PacifiCorp - 15,000, Portland General Electric Co. - 2,000, Puget Sound Energy Corp. - 2,700, and Sierra Pacific Power Corp. - 1,800.
