EPA and Texas Railroad Commission Sign Memorandum of Agreement for Permitting Geologic Storage of Carbon Dioxide

LCG, April 29, 2025--Officials from the U.S. Environmental Protection Agency (EPA) and Texas Railroad Commission (RRC) signed a memorandum of agreement (MOA) today outlining the state’s plans to administer programs related to carbon storage wells, known as Class VI wells. The MOA signing is a required step in the RRC’s application to be granted authority to permit Class VI wells in the state of Texas. EPA is currently preparing a proposed approval of RRC’s primacy application.

Calpine and ExxonMobil Sign CO2 Transportation and Storage Agreement for CCS Project in Texas

LCG, April 24, 2025--Exxon Mobil Corporation (ExxonMobil) announced yesterday an agreement with Calpine Corporation (Calpine) to transport and permanently store up to 2 million metric tons per annum (MTA) of CO2 from Calpine’s Baytown Energy Center, a natural gas-fired facility located near Houston, Texas. This is part of Calpine’s Baytown Carbon Capture and Storage (CCS) Project that is designed to add CCS for the facility’s CO2 emissions. The Calpine facility could then provide a 24/7 supply of low-carbon electricity to the Texas grid plus steam to nearby industrial facilities.

Bernard J. Beaudoin, president of Kansas City Power & Light Co., will also be chief executive officer, replacing Drue Jennings, who will continue as chairman until he retires next May. Beaudoin joined KCP&L in 1980 as director of corporate planning.

William Bollbach has been elected vice president for employee and labor relations by KeySpan Corp. He most recently was the general manager of human resources.

J. Morris Brown has been promoted to vice president for operations by USEC Inc., the world's leading supplier of enriched uranium fuel for commercial nuclear power plants. Brown has been general manager of USEC's Portsmouth, Ohio, plant since March 1998.

Robert J. Dineen has retired from the board of directors of Kansas City Power & Light Co. He was elected to the board in 1987 while also serving as president and chief executive of The Marley Company.

Judi Johansen will on December 1 move from the Bonneville Power Administration where she is administrator and chief executive to PacifiCorp, where she will assume the position of executive vice president for regulation and external affairs.

Randall E. Mehrberg will become senior vice president and general counsel of Exelon Corp. effective December 1. Prior to joining Exelon, he was an equity partner with Jenner & Block, a law firm headquartered in Chicago.

Kirk B. Michael has been named vice president and chief financial officer for financeand planning of the Energy Services unit of Duke Energy Corp.. Most recently, he was vice president for planning and finance of Energy Services.

Kevin Moss has been promoted to senior vice president for regulatory affairs by New Jersey Natural Gas Co. He joined the Company in 1990 and held various positions in regulatory affairs before his most recent position as vice president for regulatory affairs.

Sir Ian Robinson will retire as chief executive of Scottish Power Plc next April, and will be succeeded by Ian Russell, who is currently deputy chief executive, a position akin to chief operating officer. Robinson joined Scottish Power as chief executive in 1995.

Barbara Roma has been named vice president for customer services byNew Jersey Natural Gas Co. A 33-year veteran of the company, she most recently led the redesign of the company's customer care operation.

Elaine Weinstein has been elected senior vice president for human resources by KeySpan Corp. Her current responsibilities include responsibility for compensation and benefits, health services, performance management, and succession planning. She will continue her position as the Ethics Officer at KeySpan.
