Holtec Signs Strategic Cooperation Agreement with Utah and Hi Tech Solutions to Deploy Nuclear SMRs

LCG, May 1, 2025--Holtec International (Holtec) announced the signing on April 29 of a strategic cooperation agreement with the State of Utah and Hi Tech Solutions, a leading nuclear services provider based in Kennewick, Washington, to collaborate in the deployment of Holtec's SMR-300s (small modular reactor) in Utah and the broader Mountain West region. Hi Tech will play a leading role in the project development and workforce training to support the rise of new nuclear power generation in the region.

EPA and Texas Railroad Commission Sign Memorandum of Agreement for Permitting Geologic Storage of Carbon Dioxide

LCG, April 29, 2025--Officials from the U.S. Environmental Protection Agency (EPA) and Texas Railroad Commission (RRC) signed a memorandum of agreement (MOA) today outlining the state’s plans to administer programs related to carbon storage wells, known as Class VI wells. The MOA signing is a required step in the RRC’s application to be granted authority to permit Class VI wells in the state of Texas. EPA is currently preparing a proposed approval of RRC’s primacy application.

Melissa Bockelmann has joined WGL Holdings, Inc. the parent holding company for Washington Gas Light Co. as director of investor relations. She moves over from Columbia EnergyGroup, where she occupied the same position.

Virgil E. Brill will retire effective February 28 as vice president for energy supply followingmore than thirty-eight years with Empire District Electric Co. Brill, who has also served as a director of the company since 1989, will retire from the Board on April 25, when his current term expires.

Allen Franklin has been named chief executive of The Southern Co., effective March 1. Currently president and chief operating officer of Southern, he replaces A.W. Dahlberg as chief executive and will also retain the title of president. Dahlberg will retire as Southern's chairman with the spin-off of Mirant Corp., formerly Southern Energy, planned for April 2.

Gale Klappa will become chief financial officer of The Southern Co., effective March 1, replacing Larry Westbrook, who is retiring after 37 years with the company.

Harry J. Pearce has been elected lead director, a new position on the board of directors of MDU Resources Group Inc. Among other functions, the lead director has authority to call a meeting of outside directors as may be necessary and conduct an annual performance evaluation of the chairman of the board.

David A. Perdue has been appointed to the board of directors of Alliant Energy Corp. He is president of the Reebok brand for Reebok International Limited, based in Canton, Mass.

Mike Tingus has joined Capstone Turbine Corp. as president of its new Capstone California unit. He has served in the City of Calabasas Planning Commission for the past six years and has been chairman of the commission for the last two years.

Dennis Vermillion has been appointed president and chief operating officer of Avista Energy, the energy trading affiliate of Avista Corp. He most recently was vice president for risk management and pricing with the unit.

Ed Wallis, chief executive of Powergen Plc since privatization more than 10 years ago, said he would step down. He will be replaced by Nick Baldwin, an executive director who has run the UK business since February 1998, and has been with Powergen in a number of roles since its formation in 1989.
