Protests Delay Vote on Sale of Brazilian Utility
LCG, Aug. 17, 2001--Legislators in the Brazilian state of Parana were set to vote yesterday on whether to sell into private hands the state's electric generation, transmission and distribution utility, Copel, when anti-privatization activists invaded the capitol building and disrupted the proceedings. The lawmakers will try again next week, officials said. The state, in southern Brazil, immediately south of the state of Sao Paulo, plans to complete the auction of Copel by October 31.But the sale of the utility has met with strong resistance from local politicians and populist activists fomenting fears that private ownership would mean higher rates and degraded service, all in the name of profit.Yesterday, thousands of demonstrators gathered in Parana's capital city of Curitiba, invaded the assembly's building and clashed with police, reports said. The anti-privatization forces said they expect to have sufficient support to block privatization if the vote is taken next week.Five foreign firms have indicated an interest in purchasing the utility, including Belgium's Tractebel, Hydro-Quebec of Canada, Electricit de France, Germany's RWE and the Spanish Endesa.Between 76.5 percent and 90 percent of the voting stock in Copel will be sold, depending on how many of the company's minority shareholders participate in a government offer to buy their shares for inclusion in the auction.
