Holtec Signs Strategic Cooperation Agreement with Utah and Hi Tech Solutions to Deploy Nuclear SMRs

LCG, May 1, 2025--Holtec International (Holtec) announced the signing on April 29 of a strategic cooperation agreement with the State of Utah and Hi Tech Solutions, a leading nuclear services provider based in Kennewick, Washington, to collaborate in the deployment of Holtec's SMR-300s (small modular reactor) in Utah and the broader Mountain West region. Hi Tech will play a leading role in the project development and workforce training to support the rise of new nuclear power generation in the region.

EPA and Texas Railroad Commission Sign Memorandum of Agreement for Permitting Geologic Storage of Carbon Dioxide

LCG, April 29, 2025--Officials from the U.S. Environmental Protection Agency (EPA) and Texas Railroad Commission (RRC) signed a memorandum of agreement (MOA) today outlining the state’s plans to administer programs related to carbon storage wells, known as Class VI wells. The MOA signing is a required step in the RRC’s application to be granted authority to permit Class VI wells in the state of Texas. EPA is currently preparing a proposed approval of RRC’s primacy application.

Kelliher Likely to be Confirmed as FERC Commissioner

LCG, Oct. 18, 2001--The nomination by President Bush of Joseph Kelliher to fill the open seat on the Federal Energy Regulatory Commission got a warm reception yesterday from both sides of the Senate aisle.

Bush had announced his intention on Tuesday to appoint Kelliher to the post vacated by former chairman Curtis Hebert, who resigned in August to join Entergy Corp. as vice president of governmental affairs.

There should be no problem with confirmation in the U.S. Senate, said capitol hill sources. The nomination must first gain approval from the Senate Energy and Natural Resources Committee before it is considered by the full chamber.

"I don't anticipate that there will be any hang-ups," said a member of the committee staff. "We all know Kelliher. We've worked with him all summer long. He's been the administration's go-to guy on electricity issues."

In addition to serving on the Bush transition team last winter, Kelliher has served as an aide to Rep. Joe Barton, a Texas Republican, and as a senior advisor to Energy Secretary Spencer Abraham.

The nominee is also well-liked in the industry. "We look forward to working with him. We know he has a broad and deep experience in electricity issues," said a spokeswoman for the Edison Electric Institute, the trade association for the nation's electric utilities.

About the only opposition to Kelliher's nomination came from Ralph Nader's Public Citizen group. "We are definitely not pleased with Kelliher's nomination. I think it could threaten to tip the scales at FERC," said spokesman Tyson Slocum.
