LCG, July 23, 2026--Panamint Capital announced today that construction has commenced at Big Rooter Power, a nearly 1.2 GWdc solar PV project located at the company's Twin Oaks power station in Robertson County, Texas. The $1.7 billion will be the largest solar project built at an existing coal mining site in North America.

J. Frank Bates has been promoted to chief operations officer by El Paso Electric Co. He replaces Eduardo Rodriguez, who resigned last week to pursue other career interests. Bates was previously vice president for transmission and distribution, and now adds generation to his responsibilities.Roy A. Edwards III, president, chief executive and a director of First National Bank of Hutchinson, Kan., has joined the Western Resources Inc. board of directors. He is also former president of Douglas County Bank in Lawrence, Kan.Kristine Euclide has joined Madison Gas & Electric Co. as vice president and general counsel. She most recently was a senior partner with the Madison, Wisc., office of Stafford Rosenbaum law firm.George H. Gilmore will join Exelon Corp. Monday as a senior vice president.
