According to Philippine National Oil president Thelmo Cunanan, solar systems will be located in 300 barangays, or rural areas, in an attempt to increase energy supply and provide greater reliability.

The Philippine Department of Energy, the National Electrification Administration, and Shell Renewables Philippines Corp. will also be involved with the project. Philippine National Oil (PNOC), Philippine Recycler's Inc., and Shell Renewables have also signed an agreement to collect and recycle batteries as part of the solar energy program.
