FERC May Create Boundaries for RTO's
LCG, May 31, 2002--Federal Energy Regulatory Commissioners are concerned about utilities joining regional transmission organizations far from where they are geographically situated.PJM Interconnection and the Midwest Independent Transmission System Operator Inc. are beginning to solidify as RTOs, with the goal of developing a common market by 2005. Midwest companies Commonwealth Edison, Illinois Power, and American Electric Power Co. Inc. plan to join the Northeast RTO PJM Interconnection. While companies can choose the RTO to which they want to belong, FERC commissioners worry that the principles of natural markets and reliability might be overlooked.FERC may consider creating incentives or regulations requiring RTO participants to join RTO's that are regionally logical and adjacent, although no specific intentions have been expressed .
