Enron's Indian Plant Has Offer of Power Purchase

LCG, July 10, 2002--With the possibility that impatient lenders will seize the assets represented by the Dabhol power plant in the state of Maharashtra, India, the Maharashtra State Electricity Board made an offer to pay for half the output of the idled plant.

The offer was significantly lower than the rate that was first charged when the first, 740-megawatt phase of Dabhol, developed by Enron Corp., began operating in May 1999. Disputes over payment reportedly resulted in $240 million in payments becoming overdue, followed by the closure of the plant a year ago just as the second, 1,444-megawatt phase was ready to be completed.

The lead creditor to Dabhol is the Industrial Development Bank of India, which had made an inquiry of the state government on whether the state would authorize renewed payments. No word has yet been released on whether the offer for half of the 740-megawatt unit's capacity will be accepted.
