Northeast Transmission Operators File to Create Seven-State RTO

LCG, August 27, 2002After 8 months of planning, ISO New England and the New York Independent System Operator have asked federal officials to approve a northeast regional transmission organization (NERTO).

According to the grid operators, joining the regions transmission systems would stabilize the energy market and limit bottlenecks. Companies would also no longer incur fees charged for moving electricity from one system to the other.

The northeast market proposal, filed with the Federal Energy Regulatory Commission, includes allowance for reserve, day-ahead, and real-time markets, as well as locational marginal pricing and financial transmission rights.

NERTO would also adopt an independent board of directors and an advisory committee consisting of stakeholders.

According to the transmission operators, the joint market would be established by 2005 or 2006, although the merger would begin as soon as January 2003.
