New England ISO's RTO Plan Has Conditional Approval
LCG, Mar. 24, 2004--The ISO New England's proposal for forming a regional transmission organization has received conditional approval from the Federal Energy Regulatory Commission, meaning the ISO has been granted official RTO status.Since 1997, the control of utilities' transmission operation in the New England region has stayed with the utilities themselves, a feature of the market that will change when the ISO takes over that function. The ISO will be able to direct flows for reliability purposes as it finds necessary. The shift in control of grid operations out of the hands of the utilities is seen by the FERC as a key part of a more competitive market promoting non-discriminatory access to generating plants, regardless of ownership. The agency may still develop policies aimed at convincing utilities to sell generating assets.
