El Paso Files for Expansion of Elba Island LNG Terminal

LCG, October 13, 2006--El Paso Corp. announced yesterday that it has filed applications with the Federal Energy Regulatory Commission (FERC) to approve an expansion of its Elba Island liquefied natural gas (LNG) terminal and to construct the Elba Express Pipeline Project. The new interstate pipeline would transport natural gas to markets from the LNG receiving terminal, located near Savannah, Georgia. The estimated total capital cost for both projects is approximately $930 million.

The expansion of the Elba Island LNG terminal would more than double the storage capacity. The project is designed to increase the storage capacity by 8.4 Bcf to 15.7 Bcf, plus increase the send-out capacity by 900 MMcf/day to 2.1 Bcf/day. The initial phase of the project includes the installation of a new storage tank and modification of the docking facilities to allow for larger delivery vessels. This phase is scheduled to be in service in mid-2010. The second phase of the terminal expansion will add another storage tank and is scheduled to be completed in 2012.

The Elba Express Pipeline Project will transport natural gas from the Elba Island LNG terminal to markets throughout the Eastern, in part via interconnects with other interstate pipelines. The new pipeline will include approximately 105 miles of 42-inch pipeline and 86 miles of 36-inch pipeline. The initial phase of the pipeline is scheduled for completion in 2010. The capacity will be increased to 1.2 Bcf/day by installing a compressor station, and this addition is scheduled for completion in 2012.

Southern LNG, a subsidiary of El Paso subsidiary Southern Natural Gas Company (SNG), filed the application to expand the Elba Island LNG receiving terminal. Elba Express Company, L.L.C., (EEC), a subsidiary of SNG, filed the application to construct the Elba Express Pipeline.
