LCG, April 29, 2025--Officials from the U.S. Environmental Protection Agency (EPA) and Texas Railroad Commission (RRC) signed a memorandum of agreement (MOA) today outlining the state’s plans to administer programs related to carbon storage wells, known as Class VI wells. The MOA signing is a required step in the RRC’s application to be granted authority to permit Class VI wells in the state of Texas. EPA is currently preparing a proposed approval of RRC’s primacy application.

LCG, April 24, 2025--Exxon Mobil Corporation (ExxonMobil) announced yesterday an agreement with Calpine Corporation (Calpine) to transport and permanently store up to 2 million metric tons per annum (MTA) of CO2 from Calpine’s Baytown Energy Center, a natural gas-fired facility located near Houston, Texas. This is part of Calpine’s Baytown Carbon Capture and Storage (CCS) Project that is designed to add CCS for the facility’s CO2 emissions. The Calpine facility could then provide a 24/7 supply of low-carbon electricity to the Texas grid plus steam to nearby industrial facilities.

Florida PSC Approves Energy Contract for Biomass Power Plant
LCG, February 13, 2008--The Florida Public Service Commission (FPSC) yesterday approved a second, 20-year, power purchase agreement (PPA) between Progress Energy Florida (Progress) and BG&E Florida (BG&E) for firm capacity and energy from a planned power plant that will be fueled by biomass. BG&E will operate the power plant as a Qualifying Facility ("QF") pursuant to regulations of the FPSC.
The plant electric generating capacity will be 75 MW, and the fuel will include waste wood products such as yard trimmings, tree bark and wood knots from paper mills. The project is scheduled to commence operations by June 1, 2011. BG&E will build, own and operate the facility.
The FPSC approved a PPA between Progress and BG&E for a similar biomass power plant in November of last year. Operations for this plant are scheduled to commence by January 1, 2011. The initial facility will also have a maximum generating capability 75 MW and use a gasified biomass product as its primary fuel.
