New York Power Authority to Develop New Nuclear Facility in Upstate New York

LCG, June 23, 2025--The Governor of New York today directed the New York Power Authority (NYPA) to develop and construct an advanced nuclear power plant in upstate New York to deliver zero-emission power that supports a reliable and affordable electric grid. NYPA will lead the effort to develop at least one new nuclear energy facility with a combined capacity of at least one gigawatt (GW) of electricity, either alone or in partnership with private entities. The directive builds on the Governor’s 2025 State of the State to develop nuclear energy plans in New York.

Sunflower Files Application for New Coal-fired Unit

LCG, January 14, 2010--Sunflower Electric Power Corporation (Sunflower) submitted a new application to the Kansas Department of Health and Environment (KDHE) for an air permit to build an 895-MW, coal-fired unit at an existing electric generating station near Holcomb, Kansas.

KDHE is expected to review the application over the next three to six month and then issue a draft permit for public comment. The renewed effort to permit the facility follows a lengthy battle to install the new, coal-fired generating capacity.

Sunflower initially filed an application to construct the facility in 2006, when the governor was Kathleen Sebelius, the current U.S. Secretary for Health and Human Services. While governor, Ms. Sebelius denied an air quality permit for Sunflower's project and vetoed three measures submitted by the Legislature to overturn the decision to reject the permit.

In May 2009, Governor Parkinson, who replaced Sebelius, approved a settlement agreement with Sunflower that permits the construction of a single, 895-MW unit, rather than two, 700-MW units. With the settlement and subsequent passage of an energy plan supporting the coal-fired project by the Kansas Legislature, it appeared that the project would proceed to construction. However, last summer the United States Environmental Protection Agency (EPA) directed Sunflower to restart the permit process for the proposed unit.
