EPA and Texas Railroad Commission Sign Memorandum of Agreement for Permitting Geologic Storage of Carbon Dioxide

LCG, April 29, 2025--Officials from the U.S. Environmental Protection Agency (EPA) and Texas Railroad Commission (RRC) signed a memorandum of agreement (MOA) today outlining the state’s plans to administer programs related to carbon storage wells, known as Class VI wells. The MOA signing is a required step in the RRC’s application to be granted authority to permit Class VI wells in the state of Texas. EPA is currently preparing a proposed approval of RRC’s primacy application.

Calpine and ExxonMobil Sign CO2 Transportation and Storage Agreement for CCS Project in Texas

LCG, April 24, 2025--Exxon Mobil Corporation (ExxonMobil) announced yesterday an agreement with Calpine Corporation (Calpine) to transport and permanently store up to 2 million metric tons per annum (MTA) of CO2 from Calpine’s Baytown Energy Center, a natural gas-fired facility located near Houston, Texas. This is part of Calpine’s Baytown Carbon Capture and Storage (CCS) Project that is designed to add CCS for the facility’s CO2 emissions. The Calpine facility could then provide a 24/7 supply of low-carbon electricity to the Texas grid plus steam to nearby industrial facilities.

U.S. Wind Power Capacity Additions Decline in 2010

LCG, January 28, 2011--Wind electric generating capacity additions declined by nearly half from 2009 to 2010 in the U.S., according to new information released by the American Wind Energy Association (AWEA). Last year, a total of 5,115 MW of capacity was installed in the U.S., compared to 10,010 MW in 2009. AWEA now estimates the total installed wind capacity to be 40,180 MW.

The wind industry did finish 2010 on a strong note, as fourth quarter capacity additions totaled 3,195 MW and the federal government approved a one-year extension of Section 1603 of the American Recovery and Reinvestment Act of 2009 (ARRA), with its financial incentives for renewable energy projects.

Texas accounts for nearly 25% of the total installed wind power capacity in the U.S., with 10,085 MW of installed capacity. Iowa, California, Minnesota and Washington trail behind, with 3,675, 3,177, 2,192 and 2,105 MW of installed capacity, respectively. Significant new wind capacity was also added last year in Illinois (498 MW) and South Dakota (396 MW). All of these states have renewable portfolio standards or goals.

From a global perspective, China's installed capacity for wind power now exceeds the U.S., which had been the global leader. A recent report from the Chinese Renewable Energy Industries Association estimates 41,800 MW of total installed capacity now in China.

Looking back at 2010, another change of significance is the growth in offshore wind development, especially in Europe. The European Wind Energy Association (EWEA) recently released information that a total of 883 MW of new capacity was installed last year at nine wind farms in five countries, thereby increasing the European offshore total to 2,964 MW. As Texas leads the U.S., the United Kingdom leads Europe, with a total installed offshore wind capacity of 1,341 MW, or nearly half of the offshore capacity.

EWEA's Chief Executive, stated, "With over 50% percent market growth, 2010 sets a new record for European offshore wind energy. Meanwhile, the 29 new offshore turbine models announced during 2010 show a growing commitment to the offshore wind energy sector by large, global industrial players, offering a real boost for Europe?s economy, its efforts to tackle climate change, create green jobs and exports while reducing our dependence on imported fuel."
