EPA and Texas Railroad Commission Sign Memorandum of Agreement for Permitting Geologic Storage of Carbon Dioxide

LCG, April 29, 2025--Officials from the U.S. Environmental Protection Agency (EPA) and Texas Railroad Commission (RRC) signed a memorandum of agreement (MOA) today outlining the state’s plans to administer programs related to carbon storage wells, known as Class VI wells. The MOA signing is a required step in the RRC’s application to be granted authority to permit Class VI wells in the state of Texas. EPA is currently preparing a proposed approval of RRC’s primacy application.

Calpine and ExxonMobil Sign CO2 Transportation and Storage Agreement for CCS Project in Texas

LCG, April 24, 2025--Exxon Mobil Corporation (ExxonMobil) announced yesterday an agreement with Calpine Corporation (Calpine) to transport and permanently store up to 2 million metric tons per annum (MTA) of CO2 from Calpine’s Baytown Energy Center, a natural gas-fired facility located near Houston, Texas. This is part of Calpine’s Baytown Carbon Capture and Storage (CCS) Project that is designed to add CCS for the facility’s CO2 emissions. The Calpine facility could then provide a 24/7 supply of low-carbon electricity to the Texas grid plus steam to nearby industrial facilities.

Floating Offshore Wind Turbine Shows Promise

LCG, June 20, 2012--Vestas, EDP, Energias de Portugal, Repsol, Principle Power, A. Silva Matos (ASM) and InovCapital recently announced that a Vestas v80 2.0 MW turbine - placed on innovative floating foundation called WindFloat - has been wet-towed to an offshore location approximately 5 km off the Portuguese coast at Agu?adoura and has already produced in excess of 1.7 GWh.

The new, floating foundation enables offshore windfarms to be developed in deep water and avoids the need for heavy lift vessels or piling equipment at sea. For Portugal's first offshore wind turbine, the final assembly, installation and pre-commissioning of the turbine and substructure took place on land in a controlled environment, with the complete system towed into position using simple tug vessels. With the floating foundation, wind farm siting criteria becomes independent of water depth, which will open up new, offshore areas for consideration of wind farms.

Vestas CEO stated, "Vestas has pioneered the wind turbines industry and is continuously striving to find new ways of lowering the cost of energy in offshore wind farm whilst increasing the business case certainty for our Customers. Floating foundations are one of the solutions with the highest potential for harvesting wind power in deeper waters, and the Windfloat project was a highly interesting possibility for us to help explore this area within offshore wind energy. We have been working in close collaboration with EDP and Principle Power on the project and we are very pleased with the successful integration of the turbine and the WindFloat platform. It has been an interesting and valuable experience and we are proud of the satisfactory results achieved so far."
