Calpine and ExxonMobil Sign CO2 Transportation and Storage Agreement for CCS Project in Texas

LCG, April 24, 2025--Exxon Mobil Corporation (ExxonMobil) announced yesterday an agreement with Calpine Corporation (Calpine) to transport and permanently store up to 2 million metric tons per annum (MTA) of CO2 from Calpine’s Baytown Energy Center, a natural gas-fired facility located near Houston, Texas. This is part of Calpine’s Baytown Carbon Capture and Storage (CCS) Project that is designed to add CCS for the facility’s CO2 emissions. The Calpine facility could then provide a 24/7 supply of low-carbon electricity to the Texas grid plus steam to nearby industrial facilities.

Rule Issued on Connecting Generators to Transmission Grid

LCG, July 23, 2003--The Federal Energy Regulatory Commission intends to minimize the effort spent on negotiations between transmission providers and generators, with the issuance of a final rule specifying what costs are to be paid by either party when a generator with capacity of at least 20 megawatts is connected to the transmission system.

A generator owner connecting to transmission operated by a company that is not independent will need to pay for costs on the generation side of the transmission infrastructure. Upgrades to the transmission side during the would also be paid by the generator owner, although the payments could be refunded by the transmission provider.

Existing interconnection agreements will be maintained as they are currently. Regional transmission organizations will have some flexibility, and could engage in what is called participant funding for the first year of the rule being issued. A rule covering generators below 20 megawatts will be issued shortly, FERC has said.
