Midwest ISO Argues Against ComEd Departure
LCG, Jan. 15, 2001--The Midwest Independent Transmission System Operator Inc. said yesterday it has filed a motion with the Federal Energy Regulatory Commission saying that Commonwealth Edison's petition to withdraw from the bulk electric transmission organization might not be in the public interest.At least six other Midwest utilities have pulled out of the Midwest ISO to join the Alliance Regional Transmission Organization, a for-profit "transco" that stretches westward from the Allegheny Mountains.The Midwest ISO motion with FERC says that a public interest standard should govern the approval of any withdrawal from the organization. The motion also says that the organization is amenable to change, if that's what it would take to stop the exodus."If form of corporate organization is a factor motivating departure from the Midwest ISO or even active consideration of departure by transmission-owning members, then the form of organization can be changed and the Midwest ISO stands ready to incorporate creative input from the Commission and the market participants in the Midwest to do just that," the motion says.Among the changes the Midwest ISO is thinking of is to transform itself into a Midwest Transmission Coordination Authority that would coordinate multiple interregional transmission systems a sort of super ISO.
