Republican Senator Against FERC Transmission Plans
LCG, March 28, 2003The head of the Senate Energy Committee has said that FERC should not be allowed to federalize the nations electricity transmission.Sen. Pete Domenici, R-N.M., is trying to stop the Federal Energy Regulatory Commission from applying its plan to create Regional Transmission Organizations nationwide.For well over a year, FERC has been planning to establish five RTOs over which FERC will hold some authority, part of a larger "Standard Market Design" aimed at improving the now increasingly market-based electricity industry. RTOs will be responsible for ensuring reliability. In FERCs view, the RTO arrangement will streamline the now patchy transmission networks between states and allow for efficient energy markets.In the Republican senators view, FERC is overreaching its authority and should be stopped. He has suggested an appropriations bill could be drafted in such a way as to discourage FERC from continuing in its plan.Domenici has offered an alternative proposal, permitting individual states to combine their own transmission plans outside of FERCs influence.Representatives from Southern and Western states have come out against FERCs proposed market system.Meanwhile, other legislators have voiced concerns over Domenicis proposal. Senator Jeff Bingaman (D-NM) noted that Domenicis plan calls for state governors to appoint energy market officials, possibly leading to the destabilization of the nations electricity market.FERC will release a report detailing the likely effects of its market plans on individual states this April.
