Davis-Besse Could Be Allowed to Operate Under Strict Conditions

LCG, Feb. 26, 2004--A company spokesman with FirstEnergy Corp. has said the company has agreed to a set of requirements issued by the Nuclear Regulatory Commission (NRC) that pertain to the restart of the Davis-Besse nuclear plant in Ohio, which has been offline since corrosion in the reactor vesel lid was discovered two years ago.

Two of the main conditions are that FirstEnergy will conduct a full inspection of the newly installed lid after approximately a year of operation, and that it will have an externally produced evaluation done concerning the human component of safety practices at the plant.

Although a formal order detailing the NRC requirements is still being developed, the agency told FirstEnergy that it would grant license approval, but that in order for it to do so, FirstEnergy would have to give up its right to dispute the conditions. The NRC's Region III office administrator, James Caldwell, stated in a letter to the chief operating officer of FirstEnergy's nuclear business unit, Lew Myers, that incidents relating to personnel, including at least one in December, make it imperative that if the agency is to issue approval the requirements will have to be followed. Caldwell has not explicitly stated that approval for renewed operations will be granted, based on a request by FirstEnergy submitted two weeks ago.
