Xcel and SunPower Announce 17-MW Solar PV Project in Colorado

LCG, April 8, 2009--Xcel Energy yesterday announced it has selected SunPower Corp. to construct a 17-MW photovoltaic (PV) solar project in south-central Colorado. Xcel will purchase the electricity generated from the project under a long-term, power purchase agreement (PPA) with SunPower.

The project is scheduled to commence operations by the end of 2010, given approval from the Colorado Public Utility Commission and receipt of project financing.

The project will be built in Alamosa, Colorado and will incorporate SunPower's Tracker technology, which provides for the PV panels to follow the sun throughout the day and increase the solar energy converted to power.

Xcel must use renewable energy sources to meet 20 percent of its retail electricity sales by 2020 to meet the State of Colorado's renewable portfolio standard (RPS) requirements. Furthermore, for investor-owned utilities like Xcel, at least four percent of the standard must be generated by solar-electric technologies. Xcel currently purchases solar power from an 8.2-MW facility located near the Alamosa site that was developed by SunEdison.

SunPower recently began construction on a similar, 25-MW solar PV project at Florida Power & Light Company's (FPL) DeSoto Next Generation Solar Energy Center in Florida. In addition FPL is pursuing a 10-MW, solar PV project that uses the Sunpower panels and SunPower Tracker technology at the Kennedy Space Center.

Last month, Xcel's neighbor, Tri-State Generation and Transmission Association (Tri-State), announced that it executed an agreement with First Solar, Inc. to develop a 30-MW solar PV facility in northeastern New Mexico. The Cimarron I Solar Project will be built on a 250-acre site in Colfax County. Construction is scheduled to begin by April 2010, with the initial phase delivering power by August and full operations achieved by year-end.
